Job Description
This position works as a member of the Federal Affairs team to support the execution, management, and tracking of legislative/lobbying related projects. Participates in the development of legislative tracking, issue talking points, and other materials to enable the Association to influence the legislative outcome favorably; and achieving BCBSA's legislative objectives via direct lobbying of assigned Members and committees.

Primary Job Functions:

  • Support lobbying team with legislative research projects, which can include backgrounders, landscape assessments, and preparatory and follow-up materials for senior leadership's Hill meetings. Develop materials to support legislative tracking across policy and advocacy.

  • Monitor hearings and markups as needed for lobbyists and draft write-ups that could be shared internally and with Plans.

  • Maintain relevant lobbying materials including talking points and background documents. Utilize Quorum software to track federal lobbyist engagements and issue areas.

  • Draft content for communications with Plan representatives, including CRC communications and legislative updates at other Plan workgroups.

  • Attend political events on behalf of BCBSA. Build and maintain relationships with Member offices as assigned.

Education, Experience and Certification:

  • Required Education Level: Bachelors Degree in Political Science, Public Policy, or Public Health
  • Preferred: Master's Degree in Public Policy, Public Health, Legislative Affairs, or Political Management
  • Required Experience: Minimum 6 years in a legislative, political, policy, advocacy, or campaign role; experience with researching and writing materials for professional audiences.

  • Ability to draw upon extensive knowledge and relationships to identify issues and develop appropriate policy responses

  • Sophisticated/strategic thinking to determine how best to influence decision/policy makers

  • Demonstrated ability in setting and meeting objectives, while reacting within a growing and changing internal and external environment

  • High level of confidence, integrity, enthusiasm, a hands on approach to problem solving, executive presence and a personality that fits a fast paced, energetic, and proactive organization.

  • Excellent organizational, oral, and written skills

  • Superior analytical, planning and project management skills

Travel Requirements: Up to 10%

Work is generally performed in an office or remote setting.

Sedentary work (exerting up to 10 lbs. of force occasionally and involving sitting most of the time with occasional standing and walking)
