The Space and Intelligence Division provides engineering services and analytic support to the Air Force, Space Force, Combatant Commands, the Intelligence Community, and NASA. Our work includes systems engineering and integration, test planning and execution, cost estimating and analysis, developing approaches and concepts to meet emerging, high priority National Defense needs, and assessing and developing cutting-edge technologies and capabilities to meet those needs.

SPA has an immediate need for a Budget/Reconciliation Analyst in El Segundo. This position will have a hybrid working model and will require the incumbent to work onsite at least one day per week.

Responsibilities

The successful candidate will be an independent self-starting Budget and Commitment/Obligation/Expenditure (C/O/E) Reconciliation Analyst who can work with an agile budget team in support of state of the art Space program developments. Will reconcile, maintain, and update program budget profiles for Space systems software and hardware capabilities and services.

    Manage, review for quality, consolidate, and analyze various recurring financial reviews and activities to include: Program Management Reviews (PMR), Obligation and Expenditure execution reports, contract acquisition payments, Tri Annual Reviews, Military Interdepartmental Purchase Requests (MIPRs)/Miscellaneous Obligation/Reimbursement Documents (MORDs)/Project Orders Reviews.
  • Assist with Below Threshold Reprogramming funding packages, Program Objective Memorandum (POM), and Budget Exhibits (P-series/R- series docs).
  • Build and maintain Continuing Resolution funding requirements.
  • Support Baseline Execution Reviews (BER), Mid-year Execution Reviews (MER), and Spring Program Reviews (SPR).
  • Collect, compare, document and reconcile commitments/obligations/expenditures records for current, prior year, and canceling year budgets for multiple appropriations.
  • Develop, compile, and review financial tasker responses.
  • Prepare final responses for review with the Program Budget Chief, and ensure on-time submission of all taskers to the Director, SMC staff, and Higher Headquarters.
  • Analyze data from various government accounting systems and Program Contractor inputs/reports to support training.
  • Data collection, documentation, reconciliation of current, prior, and canceling year budgets, and executing budgets for all Programs in the organization's Portfolio.
  • Create, submit, and track to completion financial Corrective Actions Instruction packages.
Qualifications

Required Qualifications

  • US Citizenship and active Secret clearance
  • Bachelor's Degree in Business Administration, Economics, Mathematics, Statistics, Date Analytics, or Engineering
  • Minimum of 8 years of directly applicable experience in government budgeting and accounting.
  • 8+ years of DoD, Intelligence Community, or Space Planning, Programming, Budget, and Execution (PPBE) experience
  • Excellent interpersonal skills to effectively communicate the results of evaluations and analysis

Preferred qualifications

  • Certifications such as CDFM, CDFM-A, PMP, etc.
  • Experience with WAWF, EDA, GAFS, MOCAS and DTIMS
  • 3 years' experience in CCaR, FM Suite, MS-Windows and MS-Office applications expertise
  • Knowledge of Livelink, SharePoint and DoD records management procedures
  • Agile software development and/or rapid acquisition initiatives experience

Please note that the salary information shown below is a general guideline only. Salaries are commensurate with experience and qualifications, as well as market and business considerations. CA Pay Transparency Range: 90k - 130k
