Central City Concern is an innovative nonprofit agency providing comprehensive services to single adults and families in the Portland metro area who are impacted by homelessness, poverty and addictions. The Risk Management, Safety and Security department at Central City Concern (CCC) is committed to supporting the overall safety and security of employees, clients, residents and visitors. The Safety Liaison will take on an agency-wide focus to build relationships with staff and clients, assess safety and security questions and concerns, and respond appropriately.

Schedule: Varies, afternoon shift

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Considered the "boots on the ground" connection with staff, residents, and clients in regards to safety and security.
  • Advocate for safety and security with staff and clients.
  • Assess site security, risk, or threat and work with the safety and security team to help implement plans and solutions.
  • Assist with the maintenance of the Access Control Monitoring System for the agency.
  • Conduct, revise, and develop employee training including Emergency Response, CPI, CPR, and New Employee Orientation.
  • Assist with agency emergency drills including fire, earthquake, medical, and active threat/shooter.
  • Assist in the development, implementing, monitoring and revising of CCC's response to safety and security.
  • Assist with response and analysis of security and violent events.
  • Connect with contract/security staff daily to assess any safety or security concerns.
  • Review Incident Reports and relay pertinent information to Director of Safety and Security and team, and other appropriate personnel or programs, ensure proper response, and monitor follow-up as needed.
  • Fulfill requests for video related to incidents in a timely manner.
  • Research and document and keep current area criminal trends and incidents that have potential to affect CCC safety.
  • Adhere to all state and federal privacy regulations, including HIPAA and 42 CFR Part 2, and to CCC policies and agreements regarding confidentiality, privacy, and security. Support compliance with all privacy and security requirements pursuant to community partners' and outside providers' patient confidentiality agreements, including privacy and security requirements for EMR access. This includes immediately reporting any breach of protected health information or personal identification information of any person receiving CCC services by CCC or an outside provider to the CCC Compliance Department, as well as to your supervisor or their designee.
  • Perform other studies, special projects, reports, and duties as assigned.

MINIMUM QUALIFICATIONS:

  • One year of experience in the safety field with exposure to a variety of emergency response and security concepts, practices, and procedures.
  • Professional work experience utilizing computer systems to input data and track incidents along with the ability to learn new software and systems.
  • Experience working with underserved populations, supportive housing and trauma informed care is preferred.
  • Ability to adhere to Central City Concern's drug-free workplace which encourages a safe, healthy and productive work environment and strictly complies with the Drug-Free Work Place Act of 1988.An employee shall not, in the workplace, unlawfully manufacture, distribute, dispense, possess or use a controlled substance or alcohol.
  • Knowledge of de-escalation methods or ability to be trained in de-escalation methods.
  • Must pass a pre-employment drug screen, TB test, and background check.
  • Physical ability to bend, stoop, reach, pull, and climb stairs several times a day; also must be able to work at a computer workstation for several hours a day.
  • Must adhere to agency's non-discrimination policy.
  • Ability to effectively interact with co-workers and clients with diverse ethnic backgrounds, religious views, cultural backgrounds, life-styles, and sexual orientations and treat each individual with respect and dignity.
  • Will be required to carry a cell phone for work use. Cell phone will be provided by CCC.
  • Must possess a current driver's license, pass a DMV background check, and be designated as an "acceptable" driver as outlined in Central City Concern's Fleet Safety Policy. Must pass an initial drivers training and then pass annual recertification training.
