Job Description

The Facility Management Specialist must satisfy the overall operational objectives of the execution of Naval Facilities Engineering Command Southeast's (NAVFAC SE) broad and diverse mission of facilitating inter-governmental operational requirements. This position will provide facilities management support to NAVFAC SE Public Works Department (PWD). The Facilities Management Specialist must be experienced in the practices and procedures related to property management, maintenance, materials requirements, and building operation and repair, including mechanical, electrical, civil construction, maintenance, and repair.

The Facility Management Specialist will reside within the NAVFAC SE Public Works Department (PWD) and provides direct support in the below-mentioned areas of expertise/effort. The employee will work in the Engineering Section and all other sections including Facility Support Contracting, Acquisitions, Environmental, Requirements, Planning, etc., and with DPWO, PWO, and external command management. The employee shall provide technical assistance and management expertise in the following areas as well as represent the interests of PWD in its dealings with other construction professionals and with other private and public entities. The required tasks/services include but are not limited to:

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Analyze renovations and improvements needed to meet new mission and environmental requirements.
  • Develop scopes of work, small project DB packages, and requests for modification to existing contracts.
  • Develop cost estimates for work packages and ROM costs for planning efforts.
  • Regular meetings with the staff to provide status updates.
  • Participate in all partnering activities during construction (workshops, meetings, etc.) as required.
  • Prepare input for bi-weekly project status reports for projects.
  • Use and prepare standard template documents (Word, PowerPoint, and Excel) for correspondence.
  • Review project plans and specifications for technical soundness and provide review comments.
  • Make visits to project sites to obtain information on facility/site conditions.
  • Monitor the design and construction process for tenant command projects.
  • Provide technical assistance in answering requests for information (RFI) from construction contractors.
  • Review and monitor project schedules for construction progress.
  • Perform cost and price review on modification proposals and technical reviews on service requests.
  • Assist in problem resolution and handling of disputed issues.
  • Maintain regular and punctual attendance.
  • Other duties as assigned.

Job Requirements

Minimum Qualifications:

  • Must have two plus (2+) years of experience editing Unified Facility Guide Specifications and NAVFAC SE specific Division 01 specifications.
  • Must have five plus (5+) years of technical and practical knowledge and experience as a Facilities Manager managing construction, maintenance, and repair projects.
  • Shall have experience in using the following IT programs: MS Office, AUTOCAD, ArcGIS, Maximo, and Dr Checks.
  • Should have a sound understanding of construction concepts, principles, and practices applicable to multi-disciplined projects and the design, layout, and supervision of construction operations.
  • Must have the ability to review technical specifications and statements of work covering complex and diverse designs or changes to the contract documents.
  • Must have knowledge of construction practices and methods and construction management skills.
  • Must be able to obtain and maintain Homeland Security Presidential Directive 12 (HSPD-12) and Defense Biometric Identification System (DBIDS) credentials for worksite access (U.S. Citizenship required).

  • Ability to communicate with senior management and create presentations.
  • Ability to write and speak English fluently to report on progress and outcome of technical assignments and to present recommendations to government personnel.
  • Ability to work in a diverse, flexible, deadline driven, government environment.
  • Ability to perform strenuous activity while working outdoors in heat or cold, working in confined spaces, climbing, and using fall protection equipment.
  • Must be able to work independently and be well organized.
  • Demonstrated accuracy and thoroughness; monitors own work to ensure quality.

Driving Requirement:

Must obtain and maintain a valid driver's license and be insurable by the company's insurance carrier.

Driving may be required when traveling and/or occasional amounts of local driving. The expected driving time may be up to 30%.
